Primary Needs
The City of St. John’s developed a Request for Proposal (RFP) for an ERP and Integrated Municipal Management (IMM) system and sent it to several leading solution providers in the space. The intent was to implement a seamless solution that would integrate its business functions and departmental needs while engineering its business processes.
The City wanted to address some inefficiencies their departments were facing, such as separate systems, multiple data entry points, slow communications and lack of controls. They were also looking to access accurate information in a timely manner and establish an integration between departments, all while moving away from paper based processes. The automation of processes was of utmost importance for the City.
As part of the City of St. John’s due diligence for the vendor selection process, other requisition systems were introduced, however the City of John’s found that WorkPlace best addressed their needs. Due to previous success, their ERP implementation partner recommended WorkPlace be part of the the selection process. WorkPlace was able to provide the best solution, while seamlessly integrating with the ERP that the city is using (Microsoft Dynamics GP).
The Solution
In order to be as efficient as possible, through the process of implementing WorkPlace, the City of St. John’s took the opportunity to redefine and engineer its requisition processes i.e., approval levels, workflows, routing, etc. “WorkPlace has been one of the most well received systems that we have upgraded to” says Derek Coffey, who serves as the Manager of Budget and Treasury. “The number of requests for assistance and/or technical help has been minimal and end user acceptance and transition period has been seamless” explains Coffey.

“The acceptance of WorkPlace has been tremendous. Requisitions are easy to process, approve and subsequently inquire on” says Coffey. From a front end maintenance perspective, the benefits are that those close to the users can make many of the necessary changes which at one time had to involve IT resources. Through the configurable interface, authorized users can easily maintain roles, routing rules, and approval limits. The ease of WorkPlace lends itself to allowing non IT personnel to resolve problems in a timely fashion. Because a lot of the front end maintenance work is not completed by the IT department, they are now able to focus more on their demands that are truly more of an IT nature.

“WorkPlace’s Mobile module helps us to be even more efficient; we are able to have requisitions viewed, approved and processed with our mobile phones and our iPads” comments Coffey. “Another huge improvement has been the ability of users to see the status of their requisitions, inquire on the approval stage, and if need be, recall and correct a requisition” explains Coffey.
Although the City of St. John’s leveraged their solution partner to implement WorkPlace, Paramount Technologies has followed up directly with the City throughout the implementation process and after go-live as part of Paramount’s customer service. “As it relates to customer service and follow-up, Paramount Technologies has provided the level of service that the City of St. John’s has come to expect and many other vendors could learn from Paramount on how to maintain a business relationship” says Coffey.
